How would you write the ACO rulebook?

I would want to keep it focused around improving technology, encouraging close competition, and most importantly relevant to the consumer. My five minute rough draft-

Top class "LMP1"-
Production based engines
Hybrid tech
Limit aero

Second Level "LMP2"-
Free based engine
Fuel Consumption limited
Engine size limited based on cylinder count
Normal aspiration
Unlimited aero

Keep both at the same weight to keep goals different. I havent put much thought into the GT classes. How would you do it?
 
Unlimited aero and freely sourced engines for LMP2 but not for LMP1? Whats the point in that? You will end up with LMP2 cars that are faster than LMP1.
 
For one thing, I´d like the 8 cylinder limit imposed on P1 taken away. They can have a litre limit per cylinder instead or just a limit in power (restrictorplates). Otherwise I think the ACO are heading in the right direction with both P1 and 2. I would however like to limit the tyres on P2 cars to being narrower than P1.

P1
at least 6 cylinder engines
Max power 500kW + possible hybrid
the 2011 aerorules looks interesting, so I´ll go for that,
except that P1 = coupé
I´ll also take the new fueltank sizes.
favoured hybrid tech
diesel or E100 only

P2
max 8 cylinder engines
max 350kW
production based engines changed to run on E100 only
maintained engine layout (keep turbos and superchargers)
same fueltank rules as P1
open top only
same tyres as GTE

The new GTE class looks set to be very interesting, so I will not make any changes there.
