No. Members are banned after AUP/TOS violations. The number of violations that they can incur prior to banning is generally 3, but they can be banned sooner or later than that depending upon the severity of the offence(s) and the general degree to which they contribute to the community.
In each case, it's up to the discretion of the Moderator concerned, and the matter is generally discussed privately amongst the moderators before, during and after.
