Yep, GT2 had power restrictions but the AI was always welll below the limit, I want more restruictions for each cup and the AI to be near the limits for each restriction.
i think kazunori hinted somwhere in an interveiw that the cars would be 'more customisable' than in gt3. or somthing like that.
so maybe body parts might be an option, or maybe he's bringing back racing modifications.. yay!
I would love to see snow rallying, that would rock. It would also be so awesome if rally cars could develop mud splashes and spray marks around the wheel wells.
I'd also love to see other types of mods like the tonado! Or other little tricks of the trade to increase hp.

Body kits are in, weather he means the race mods are back or if he means individual parts to be stuck onto the car remains to be seen (my money is on the racing mod coming back). Also there will be around twice as many parts to change and tweak then in GT3.
I've heard just the opposite about the body kit, because no one from PD has said anything about them yet! (Thank god cause if they have they would be ruining a good game)(If they have said something my bad.) As far as the racing mods all indications from interviews and such say we will have them, or at least we all hope.
In interviews with KY he has said body kits will feature in GT4, as I said he is probably talking about the race mod's, but don't get into another one of these bodykits will ruin the game or not arguments, do a search for a thread with one already in.
