I think the AI drivers gets penalties too.

I'm 200% sure that they do get penalties. Because I've seen it with my own eyes and said to myself: 'well what do you know, they doooo get penalties, niiice ...'. But here's another possibility, the rallys have 3 difficulties. Easy, medium and hard. I only noticed that they got penalties during a hard race. Would it be possible that this only happens when the AI is also giving all that it has, such as during a hard race?

So it might be that they don't always get penalties, and it is possible that they don't get penalties as easily as we do. If you haven't seen it then just run through the rallies, you'll get one eventually. Perhaps even try to get the IA to crash on purpose.
 
i got a penalty from an ai car hitting me so i got pissed and exacted some payback once i caught back up (in the special conditions arena). i rammed him from behind into a wall while he was braking hard. we both ended up facing straight down the next straightaway... but neither of us could accellerate until my penalty was up.
so yes i do believe if the ai hits the wall hard enough head on it will receive some sort of penalty. because we both stayed at 30mph for 5 seconds even though he was facing the proper direction and had an open track ahead of him.
 
Well, I still remember doing the Tsukuba Wet Normal race very well. At the corner with the Dunlop bridge, I went offtrack, took the corner too fast, but I was in front anyway. While I'm slowly coming back on the track, I get bumped by the AI car and I get a 5 sec penalty, and he drives through, without a penalty. Same with Citta di Aria. Have had many times the AI goes full speed over that hill, bumping the walls quite hard, but if I do that by mistake, I get a 5 sec penalty. Have had many times that the AI crashed hard into the walls or into me, but he never ever got a penalty. The only one who did get a penalty for crashes between cars was I, if he hit me on the side or front.
 
Yeah, the whole ramming thing is obnoxious. But, the AI will almost always have a different braking point that you do. So what I'm trying to say is.... think like a computer? :P
 
nah they have never gotten a penalty with me one time i spun when i was like 7 secs ahead on circut d aria (or something like that) and they slammed into me goin about 80 and gave me a penalty but right after i slid outta the way he sped back up not even slowing below 50 which is total BS
