They have to be 0/0/0 until yesterday you could buy them from OCD.

Start a second psn account.
Within a hour you catch your first tickets...

Special -> Rally = 3 tickets
Special -> Nascar = 3 tickets
Seasonal -> Level 22 and Level 23
A-spec..within 1 hour your first level 5 ticket....
