Be sure to read a few posts, there's alot of info on this question. If I were you I'd do some searches on:

Logitech Driving Force GT (about US $130)
Fanatec 911 Carrera (about US $160)

I dont understand any of the 900 degrees, diffrent model diffrences, etc.

Very simple...

You buy the Logitech GT if you don't want a clutch and H-shifter. If you do want clutch and H-shifter you buy the Logitech G27!!!!!

Either way much much better than using a controller

That was what I was going to say. I just bought the DFGT, my first wheel ever. I'm very happy with it, and I feel it's great value for the money.

The only downside is no H-shifter, but I'm not too worried about that. If I ever get good at driving with the DFGT I'll chip in the extra few coins to buy the G27 and sell the DFGT.

Trust me, it's not happening anytime soon. I love driving the DFGT, but I'm honestly no good at all. But the feeling makes it worth it, and in time I'll be a decent driver – at least that's what I keep telling myself. Not feeling any lack of H-shifter as of now. I've got more than enough with this baby.
 
i think you should just look around and search. not to be rude, just cuz its fun man. check out the cockpit threads and stuff....cool stuff on here. you might ended stretching your budget or waiting for another wheel being available. but if youre def gonna stay with a less expensive wheel then youve been given good info already.
