Well, it is for aerodynamics. If they continue the body line lower behind the wheels, it acts like a giant spoon catching air and not letting it flow by, thus, they cut it out. Then, if they need some extra downforce, they'll add underbody wings as a replacement.

That's cool. How come only Japanese cars have that then? Say like the Mercedes CLK Lm Enduro racer from I think 99? it actually followed the tire almost to the ground.

It's a Dome S101, powered by a Mugen V8. No affiliation with an Honda engine whatsoever. Dome does build the JGTC NSXs, however. There was a Mugen powered Panoz LMP1 entered last year at Le Mans, also.

Honda fielded 3 NSXs in 1995, two in the GT1 class, and in the GT2 class. The two GT1s were pretty quick, but suffered drivetrain problems, while the GT2 car won its class. To this day, it's the only production based Japanese sports car to ever win at Le Mans.
