Is it possible to change paint jobs on formula gran turismo?

I just got to level 23 and the formula gran turismo is in the online dealership.. Not being level 24, is it possible to buy the Formula gran turismo if you have the credits? i still am at 750k.. And is it possible to paint the fgt a different color as we like? mine has the white and green paint job.. i want it all white.. thanks for your time guys
