Having a Lamborghini as your first car is sort of nice. If you're a newbie. If you're not, then it just saves you the price of the car when entering a race that only allows Italian cars or something similar. There are only a couple of those, so it's really not worth it to pay the extra money just to be able to access a couple race series sooner.
The chrome line cars don't really look very nice, IMO.
The Apex book has EVERYTHING you ever need to know about cars, and what you need to know in order to tune them. And then some. It's a great book. If you really think you could enjoy technical information about racing, cars, and the mechanics of both in depth - then wait for the CE. I really think the book is the coolest thing for a motorsports fan to have, especially if you're just getting into it. If everybody had the Apex book, there wouldn't be questions about tuning or driving ever posted to the internet. Seriously.
If you don't care about the little, pamphlet-sized (yet 300+ page) APEX book - then screw it and save the money. Get the regular edition. The CE box is crap, the different art is stupid, and the little toy car is nothing rare. You get a certificate that gives you the specific # of the CE you have, like #78,734 and it doesn't quite fit back into the box you take it out of.
I've thought to myself, several times, "I should've saved the money and gotten the regular version of this. The chromo line cars I'll probably never use again. Today I made half a million credits, and I didn't even think I did all that much." But then I find the APEX book I forgot about and look at it for a bit and it justifies the whole purchase.
It's a lot of money for a book, but it's really, really, quite awesome.
