Is there another way of getting level tickets?

I know this is probably a nooby question that's probably been asked before but can 'surprise' tickets be acquired in other ways than birthdays and completing beginner amateur etc. ? I see other people talking about getting tickets and then trading them but are they just talking about tickets with assigned cars or are they are doing the a spec and b spec series on different accounts to get the tickets where you get random cars?

The lvl 22 and 23 can be won in the 'expert seasonal', but only once.
All the others are obainable by winning all the events in a certain category.
