'Standard' and 'Premium' cars are modelled to different standards, with 'Premium' being of a higher quality and also having the cars interior modelled too.
Given the option Polyphony Digital would have made every car a 'Premium' car, but they take a long time to model. Your only option is to wait to see if they release any updates with cars remodelled and made in to 'Premium' cars.
