Is there persistant damage in this game?

I was reading some guides on B-spec leveling, when I noticed the writer said his driver crashed ad it cost him 50k to repair. So my question is everytime I crash in a race in A-spec or my AI crashes in a B-spec race, do I have to do a chasis restoration/engine restoration after the race? I thought those options are used when your car gets a lot of miles on it. Does this apply to Arcade too, if I race with my favorites?
 
No. The chassis and engine refreshes are for when the chassis loses rigidity and the engine loses power over time.

In-race collisions don't cause permanent damage.

And to add to this, the damage is so slight it literally takes 10's of thousands of km's before you lose more than a handful of hp or could possilbly notice any change in handling.
 
however, during practice runs, if you turn on the damage, its huge, and screws up everything. however, its not very impressive visually and is temporary (just pit and it goes away) :)
