Yep, I think Dreamweaver is the one to blame for that.

Slow but steady. Upgrading to the latest (stable) version of vBulletin was something I wanted to do before moving, and now all of these problems with the upgrade are slowing me down and wasting my time.

It's from Megauploader.tk there out of bandwidth. If you uploaded something at Megauploader and Linked it here. It's going to give you that message on that page.
