Yeah I only opted for it since it had good reviews. Though I would also recommend this ram since it's slightly faster and has heatsinks to help take a bit of overclocking. If he is interested he can invest about $20 more and get an six core amd processor. This will help multitasking and will generally be faster for gaming.
 
I wouldn't trust user reviews for PSUs. Usually the reviews are short-term and just report if it works or not.

Just buy everything at once. You'll spend less doing that since prices are almost constantly dropping, so just waiting for a single large purchase so you can build the whole system at once. Just makes more sense.

Rosewill makes decent cases, I've been using them for some 5 years, along with their PSUs till just recently, when I swapped to a 600W OCZ PSU to go with my PowerColor 5770. Take note, the OCZ PSU is much quieter than the Rosewill I had, and I know my 5770 is quieter than my old 7600GT as well. Also, why the 5670 listed in the most recent build?

As for RAM, go with G.Skill. I've got several gigs of RAM from them, as does my roommate, and its been problem free and they generally are on sale from NewEgg and well priced. Otherwise, spend money on Corsair RAM if you are truly interested in quality of parts.
