Knockhill is available at all times since it comes with the game - it's not part of any DLC.
You should find it in custom races or time trials. It does have a limited grid though compared to some other tracks, 12 I think, so you need to reduce the grid size to make it accessible. That's the same with a few other tracks too.

that is strange as my friend set up a lobby but could not find the track.

That's probably because your friend set the lobby up to accept 16 players. He would need to set it to 12 before starting the lobby (you can't alter the number once it's created). Silverstone Stowe and Cadwell Park also become available with reduced grids. The Rally Cross tracks only accept 6 players.
