I'm pretty sure WindowBlinds can do it.
 
Yes I have windowblinds and a MacPC theme, and it only changes the windows, task bar etc. but what I want is this thing at the bottom with the icons, and these high definition icons. Thanks for your replies though, I'll check now the links above.:)

He gets most of his stuff from InterfaceLIFT. In fact, this particular wallpaper is there.
