I tried searching, but the #19 doesn't come up being less than 3 or 4 characters. How can the level 19 ticket be obtained? Did I miss it in a seasonal?

It's from one of the seasonals. I don't remember which exactly, but scroll through the first couple of racing seasonals and you'll find it.
