Live Streamed Offical Races w/Commentary?

Just saw this video:



Noticed it has the on screen display and the live commentary like the World Tour event.

Was this streamed officially live somewhere? Feels like it should since it has commentary .. or was that added afterwards?

After watching the World Tour event at the Ring, I've been hoping for more "televised" events like that, as I think it's really fun
