While the car itself is not tradeable you can get the car from a Level 23 ticket (which is tradeable). The trick is you need to have something like a USB thumbdrive to back up your save file on in order to try the ticket over and over again till you get the car you want.
Another option is the borrow glitch. If you want to do the borrow glitch send me a FR at AFTAC_99104 and I will put my GT One in share mode for you to glitch.
