(I can actually think of one reason for this, but it still seems completely absurd.)
 
This is actually not that stupid.

In less developed countries, its much easier to put up a Cell tower, instead of running phone lines. In addition, running phone lines can be expensive with the price of material and the theft factor.

Think about when you move. No need to disconnect service and reconnect. Just pick it up and go.

But yes, why wouldn't you just buy a regular cell phone that is designed to go anywhere? Batteries go dead too often?

It's clearly an office phone. That way, people don't abuse the service by taking home the pocket cellphone or using it to make personal calls.
 
Makes me think of the time my wife called me on my desk phone, and asked where I was.
 
He did, but she couldn't see it over the phone.
 
We have some of those here. They even have the type that plug into the car's cigarette lighter. You see them mostly in taxicabs... they drive you and let you use the phone. Quite handy, actually.
