For some reason, my mechanic won't deliver any of my cars. He won't answer the phone and I can't select "request personal vehicle" regardless of whether I'm on a road or not.

Yes. Then you have to wait a week. It's pretty annoying because I had to do it too. I had access to my mechanic after I got that $400,000 apartment.
