To get there-You just simply need to scroll down on the main page, and on the Blue bar below the final Forum sections (Help Desk, Groups, etc.).. Click on the "View All Users" Hyperlink. That will bring you to the list.
At first it is arranged by Post count. Greatest to least. To change the options, simply scroll up, click on the arrow where it says "Search Members". Afterward, click the "Advanced Search" link. It's up to you to decide how you want to organize this now. Remember that all search bars aren't mandatory to be filled.
