Its only a guess but maybe they are the hosts of the race? I dont know how it works because i don't have the game, but can you choose to be the host?
 
No. you dont host. well i guess it doesnt really matter ;)

Do you all think it's a good idea if A.I. bots filled in the rest of the spaces when there's not enough online players to fill in all the spots? I know some online racing games has this option when there's not enough players to fill in a online session. From what I heard from here, (I don't own a PS3) the AI was significantly improved, so do you think it's a good idea?
