Minimum Level in Seasonals?

Ok long story short, I got drunk, decided to backup my savegame, deleted it instead :ouch: I want to grind through seasonals with a birthday car to build my level back up and get cars back in my garage. (I want to race a-spec legit though not grind through it)

My question is, is there a minimum level to race in seasonals? Or for that matter, to actually DRIVE a birthday car, such as a Chaparral or a GT40?

Any help or comments are appreciated.
 
I did the Fiat expert race with a secondary account at level 0. Went straight to level 23 I think.

You will be in the 30s in an hour.

Your only problem is waiting forever for the cars to show in the ucd.
