Obviously PCars 2 is old now but it does work with my Moza R3 perfectly well even though the game thinks it's a Thrustmaster lol.

The issue is the HBP handbrake, it recognises the handbrake axis in the control settings, but once in game, it doesn't seem to have much of an effect. I can pull it back all the way and the car will still move from standstill. What do I need to do to get it working properly or is that all there is?

Many of the racecars don't have handbrakes, maybe that is the problem. Try it on one of the road cars and see if it works then.

Test it on Rally X, they'll definitely have a handbrake, I'll be honest I've never seen a handbrake axis option in PC2 only an option for button press, obviously you have steering, brake, clutch & accelerator but unless it's only detected when a handbrake is plugged in.

Edit: just realised you must be on PC not console when you say it's detected in the control panel, my mistake. But still I've only seen the option for handbrake to be on/off button not progressive like in Rally games.

As a test you could try & remap it to the clutch if it let's you just to see what happens.

Ok, for clarification.
My Moza HBP handbrake is plugged in, the game recognises it in the handbrake axis and it's mapped.
I tested it on RX cars ( MK1 Escort, Renault Mégane RX )
It kind of works but seems only when the handbrake is fully back but only just.
If I pull it back the car will still move under power, even though it shouldn't do.
It's just that it feels week, there's no progression to it

I think PC2's handbrake was always an on/off switch, it wasn't designed for continuous controllers. You'll find a parameter in the car tuning for max handbrake effect, which allows on/off behavior to be dialed in...
