Multiple Chip Tunes?

I might be missing something, but even in the Apex book it says that tuning chip is necessary after any engine and/or exhaust upgrade. I used Tune chip when I upgraded engine and exhaust to level 1. Then when I upgraded to level 2 I went to tune again, and it said, "Car already using this item". Am I missing something, can you only chip certain cars multiple times?

The ecu is only attainable once per car. It automatically optimally tunes itself accordingly with the mods you buy. It would make no sense to buy more than 1 ecu. They just took out the hardships of tuning in real life after each mod that correlates to adding power.

You only need to upgrade the chip once and it doesn't matter when you do it. The game isn't that literal.
