I have finally managed to document details from all of the vehicles from the North American version of the game, including MAX HP (in each Nat Asp, Turbo and Supercharger categories), Min Weight, best sale values, new condition purchase values, garage trade values, vehicle dimensions, etc.
All of the vehicles listed (except the four "black beauties") were detailed in "like new", zero-mileage condition. Higher mileage and used showroom versions of the same vehicles will not have the same value or power.
YEAR/MAKE/MODEL/TYPE are all pretty self explanatory. I have renamed a few of the MAKE listings (changed Clio to Renault for example) to make better sense.
C column is for those vehicles that act as CONCEPT cars. By this, I mean they cannot be purchased except from another game save and they must be given away, not sold.
N/U column is to show if the vehicle is available as a NEW car in the dealership (New or Classic with zero mileage) or as USED (in the Historic Showroom or Used Car Showrooms 1 or 2) or available as BOTH new and used.
P column is to indicate if a vehicle is available as a prize for completing some portion of the game.
NA/T/S indicates if the vehicle is a Naturally Aspirated, Turbo, or Supercharged vehicle in its "original" condition.
DRVE TYPE is the type of Drivetrain. Some vehicles have a -- listing. This is the true, literal entry in the game and such vehicles cannot enter any of the drivetrain-specific competitions.
BASE HP is the starting HP of a zero mileage vehicle of this type without an oil change (EXCEPT the 4 "Black Beauties" LM cars...they are used models with high mileage).
MAX NA is the maximum HP developed by the vehicle as listed in the garage or tune screen after an oil change, best muffler and all engine upgrades including the best available NA tune.
MAX TURB is the maximum HP developed by the vehicle as listed in the garage or tune screen after an oil change, best muffler, all engine upgrades and the best available intercooler and Turbo tune.
MAX SUPR is the maximum HP developed by the vehicle as listed in the garage or tune screen after an oil change, best muffler, all engine upgrades and the Supercharger tune.
LENG/WIDE/HIGH is the vehicle's Length, Width and Height (measured in millimeters).
BASE WEHT and MIN WEHT are the starting (original) weight of the vehicle and the weight after all available Weight Reduction tunes (measured in kilograms). This does not take into consideration any ballast weight.
ENGINE CONFIG is the type of engine in the car.
ENGN DISP is that engine's displacement.
DEALER COST(100) is the full cost of the vehicle as can be obtained through normal means in the game. The (100) represents 100% value.
TRADE COST (85) is the cost of the zero mileage vehicle if you buy it from another game save. This value is 85% of the dealer cost.
SALE VALUE(21.25) is the sale value of a zero mileage vehicle. This is 25% of the TRADE COST or 21.25% of the DEALER COST. Used vehicles will have a smaller sale value. Concept cars do not have a value (0).
Oddities noticed:
Audi S4 is an NA vehicle that allows an intercooler to be purchased and installed.
Dodge Viper Team Oreca is a race car that allows a Racing Muffler to be purchased (but does not seem to increase HP).
Honda S800 Race Car is a race car that allows a Stage 3 Weight Reduction.
Renault Clio Race Car can be given a Stage 3 Weight Reduction.
Mitsubishi Pajero Evolution Rally Raid Car is a race car that allows Stage 2 and Stage 3 weight reduction.
Nissan mm-R is a race car that can be given a Race Muffler upgrade and a Stage 2 and Stage 3 weight reduction.
Spoon Fit Race Car can be given a chip upgrade, muffler upgrade, and Stage 2 and Stage 3 weight reduction.
2000 Volkswagen Lupo Cup Car can be given a muffler upgrade and a Stage 3 weight reduction.
2003 Volkswagen Lupo GTI Cup Car can be given a muffler upgrade, Stage 2 and Stage 3 weight reduction.
Volkswagen New Beetle Cup Car can be given a muffler upgrade and a Stage 3 weight reduction.

I forgot to add columns for torque figures. I MIGHT add this in the future, but the gameplay implications are quite small.
