So guys if i delete my GAME DATA UTILITY right now and download it again in a week, will i be able to get it back next time etc? like no progress lost

Deleting game data shouldn't delete any saved data but it would be wise to back up the saved data just in case.

It shouldn't unless you delete the actual save and if you have any DLC cars they'll be lost.

I have the actual save and i have the stealth cars aswell, are my pics and videos still there tho?

...you will also lose all your custom tracks. As well, some thumbnails in your garage might disappear.

You lose DLC cars when you delete game data, and/or save data. Don't do it if you don't want to those those, pictures, and tracks/some thumbnails. I have first hand experience.

Deleting Game Utility Data has the possibility of returning the game back to normal behavior if you're experiencing some sort of failures, bugs, etc. that are otherwise abnormal. It can also solve long loading times. But it's just a possibility. They are chances that it wouldn't work at all. So this decision is quite risky.
