Need help identifying a game

PS1 or possibly PS2, not technically open world but each level offered a large map with a lot of flexibility on how to approach things. Third person over-the-shoulder view if I remember correctly and probably the best description is what I remember from the first level/mission:

You approached some sort of base, or possibly a power plant, via some small roads. I think you could drive vehicles and there were other vehicles parked up outside, and some houses. In the base itself I think there was one guy you had to track down and eliminate who was causing mischief. Lots of weapons, explosions and fire, and destructible scenery a-plenty. You could go in quiet or all guns blazing, not unlike a Fallout mission.

There was also a sequel I didn't have, and the packaging and I think the subtitle emphasised the destruction and fire on offer. I keep thinking the subtitle was something like "The World Is Yours" or "Carnival of Destruction" or something along those lines.
 
Neither of the above, but thanks anyway guys. The first mission was definitely to infiltrate a big refinery or similar, and take out one person, but you could destroy large parts of the buildings. It offered a lot of flexibility but wasn't technically open world like Just Cause. Annoyingly I even found 7 videos of around 350 good (some were arguable) PS1 games on Youtube with a list in each decription, but it wasn't there. Perhaps it was PS2 though...
 
Sounds an awful lot like Mercenaries. The first one was subtitled "Playground of Destruction." The second was "World in Flames".

Yup that's the one! Weirdly, I searched for big lists of "best PS2 games" on Youtube and it was the first game that appeared in the first video I checked, then came back here to update, and saw your post :)
