Need help with photo mode glow and darkness effect.

Does anybody know how to get that "glowing" effect you see in some scape photos? (See added photo)

Also how do you get the background to be in pitch black darkness? (Again see photo)

I tried and tried all manor of settings and filters but couldn't get the desired effect.

Some help would be greatly apreciated.

Not sure how to get the same level of glow. But if you play with the glare and exposure setting it creates a glow effect like my McLaren VGT.
