He is messing with you man there is no level 23. Besides the '06 Bday ticket with which you have a 1 in 22 chance of getting it.

Link shows you what cars you can get from what tickets and what tickets there actually are. A couple tickets missing like the muscle car ones but those are fairly self explanatory.


To get one either buy it or trade for an 06 Bday ticket. To be honest you might be dissapointed when you get it. Go for a Peugeot 908 or a Mazda 787B instead both are much quicker in that price range. Run seasonals to get the money you need, doesn't take as long as finding a trade, making the trade, and then cycling your Bday ticket till you finally get one.
