Yeah, the default button is V to change views, theres a couple of incar and cockpit type views and behind the car view and a TV camera view. You can adjust some views as well, so you can move the camera forward or back in the cockpit and behind the car views.
To make a skin you need to edit an existing one, and basically save it in the same folder the existing ones are (data/skins), keep the first part of the file name the same, for example the original sking might be called FXO_GR1, so keep the FXO_ and then put what you want after. To use the skin on your car, you need to select ne in the garage screen under the skins availalbe columb on the left, then at the bottm theres an option for texture name, click that, then all the skins for that car will load, select the one you created and your away. If the colousr are wrong when you load it, you simply need to go to the colour settings and put all the sliders fully right so the background is white and the skin shows up as you intended it to.
