Why is this car not in the official GT5 List

That car was given as prize for entering a now closed online time-trial competition. I guess they haven't bothered adding it to that list, as its no longer available to acquire.

None of the Chromelines, Stealths are on that list either. Nor is the Camaro SS Edge Special or Logano Fantasy stock car.

These things all have one thing in common - they aren't available to all players. They have special requirements to acquire them that not all regular players can fulfil.

Why don't they make the stealth and chrome line cars as well as the Camaro SS Edge Special and Joey Lagano cars permanent? I wasn't on gt5 for over 5 months and missed it, GT5 is ******** they also need more American Classic Cars and the new cars such as the Camaro ZL1, Ford Mustang Boss 302, Shelby Mustang 1000 all the newer cars that came out and carry it over to GT6.

They should also add aftermarket parts and companies to upgrade your car on GT5 & GT6 such as: Lingenfelter, Hennessey, Holley, Hendricks, Callaway, Nelson, ETC.

Those cars are for people that purchased the pre orders for GT5 ( gamestop #20 NASCAR for gamestop preorders obviously), or went and completed the special promo that was for PSN. (Gillette Edge special summer USA promo for PS games). I can not say much else but be on the look out for stuff. Also PSN released codes for a stealth GT500 as well for GT Academy USA.

Is this car DLC or Not?

this is NOT DLC. After finish GT Academy race, you will get car ticket. Car will be saved into savegame.

Also how do you check the level of your car ingame apart from going to a dealership, going to the NCD doesn't let you know the level of every single car?

I'm sure the cars are somewhere within the game files, but can only be unlocked when achivinh the Gold time during the GT Academy trial.
