They never made 15 of them. FIA regulations specified at least, if my memory serves me correctly, one road going examples for the car to be illegible for Le Mans. Hence why there's also a road going TS020 GT-One/CLK-GTR/Porsche 911 GT1/McLaren F1.
The cars weren't always sold to the general public. The sole road going GT-One is in Toyota's Motorsports museum, either in Germany at TTE's headquarters, or in Japan. It was sold to one of the execs of the company, or something like that.
