i have been leveling up like mad i went from level 6 to 24 in 30 min or so but i did not get any new car tickets why is this

The 1000 ticket? I'm not sure which goal you're supposed to achieve, but I think you'll need to cover 2,000km or win an event 100 times to get it.

You only get tickets by either logging in during your birthday (you get a year ticket), or by golding an entire hall on either A- or B-Spec (you get a level ticket) -- also golding the Expert Seasonal. Other than that, Credits and XP level is the only concern outside of tickets (also UCD refresh cycles, for tracking down standards).
