I Just bought and downloaded the Racing Car Pack for £6.49 but not showing up when I hit the Downloadable Content button.
The game is updated to 2.07 and had 2 emails confirming my purchase.
The file was downloaded and installed.
Sorry its the first time I have used the PSN store.

I apologise if I have posted in the wrong section.

Is it possible that you downloaded it under another username than the one you are trying to access it with? I have had this problem with a battlefield3 expansion before. You might also try exiting the game and re-loading it. Hope this helps you.

Or is that possible to be considered that he had unwittingly mistakenly sent out the content to a wrong section of data storage instead of sending it on another user account of his own?
 
Been trying to fix this all day.there seems to be an icon to download missing in the section.I have taken a screen shot of the page.

You have purchased it but have you downloaded to GT5?
At the main main menu, the button icon to the right that downloads all DLC contents you've purchashed.
If you have already done that, then I'd be a little worried about your problem. =\
