Noob Question (Vehicle Tuning)

Hey folks., total noob question here. I'm used to the Forza system so please be patient with me :crazy:

Do you have to reach a certain level in this game to actually tune parts you've purchased in the Tuning Shop? In Forza.., once you buy the part (if the parameters are available) it's ready for tweaking. I've put a lot of money into a classic muscle car with parts.., yet can't find anywhere in the system to actually go in and adjust tire pressure, brakes, ect. All these parts I've added I (thousands of credits spent) and I can't get the bloody thing to break 114 mph.... :grumpy:

In your garage, press triangle on the car and select settings. From here you will be able to change the transmission if you have bought a fully customisable transmission, to solve your top speed issue. You can also change brake bias without having to buy anything, and aerodynamics if you have purchased aero parts in GT Auto.

Thanks for the info :) Nope.., not new to tuning at all. I was just trying to find where I can get access to the upgraded parts so I can squeeze every ounce of juice out of them. That 114 mph top speed just ain't gonna cut it. Gotta make some tweaks :) Again thanks for the help..., now to tune that car up. Can't call it a muscle car with a top speed of 114.

It's actually kinda funny too as I've got some serious HP and torque going on with this car.., and it's completey gutted to improve performance too.
 
Ok.., scratching my head again. I know I have purchased parts than can be tuned. However.., when I place the cursor over the vehicle in my garage..., "Settings" isn't even an option on any of the vehicles I've added tunable parts too. It's not even a greyed out option. Am I missing it somewhere?
