He said it's the red Honda NSX-R Prototype LM Race Car. Which is not related to Super GT in any way bar having closely related specs.

The only way to get it without buying it for 1,750,000 Cr. is through a Level 17 ticket or a 1000 ticket as it has no year to get it from one of the birthday tickets.

The Used Car Dealership, obviously. The only place you can buy standards. There's a chance it showed up in the Online Collectors Dealership at some point but it isn't in there right now.
