Its almost irrelevant where the rallies take place, the calendar hasn't really been the problem even if it has been missing Monte Carlo.
Compare the IRC calendar to the WRC calendar and try telling me that again. The WRC has only three tarmac rallies this season, while the IRC only has three gravel ones. Which one is more representative of rallying?
 
Both, obviously for rally its good to have a mixture, but for the purposes of making WRC popular again, its not really the pressing issue.
I like watching rally whatever the surface, I do prefer the tarmac rallies but it doesn't make much difference to me.

Sort out the regulations, tv coverage and the entry list, then worry about where to go rallying.
 
Good news! Marcus Grönholm has expressed his interest of driving for Volkswagen when the Polo R WRC is ready.

I don't think either have the balance right, there should be about a third of them tarmac.

There's been plenty of important tarmac events throughout history.

Monte, Corsica, Germany, Spain, there's probably more but I can't think at the mo.
