Not everyone has the skill or knowledge to correctly, and most important, safely to tune a car!!!

The guy doesn't have much experience DRIVING the car, I would assume that he hasn't modded any car either, so the works done in the garage can be very dangerous.

No, not everyone has 30K to throw at a car, but ASSUMING his passion for cars and performance by knowing that he wanted to make the car faster, I would say saving for a LONG TIME, become FINANCIALLY STABLE, then throw about 20k at a used one.
 
You know if I was you I would just save up the money and buy a car that has a200hp and above from stock instead of trying to tune it. With allthses non hardcore tuning options your looking at a increase of like 25hp for alot of money. Not worth it.
