Optimal HP and power limiter

So as I've read on the forums, it used to be possible to get the best performance out of your car for a specific HP limit by running down the oil/engine rather than adding/removing intake or exhaust parts.

With the new power limiter what is the best way to tune for an exact HP limit? Should you do all the engine upgrades, oil change, and then use the limiter? Does it matter how many engine upgrades over the limit you are? Or is it still better to dirty the oil and wear out the engine?

For high power race cars like the minolta 88cv, 1-0.98 hp/kg is a good balance. for street legal cars, 2.00 hp/kg is best if possible
 
HP limit and no PP limit? Spam as many upgrades as you can to get maximum power at the most rpms you can... if the power cap is well below what your car is capable of, you might even want to go for a Stage 2 or Stage 1 turbo for a wider spread.

My guess is you mean 2.00 kg/hp right? Otherwise you'd need anywhere between 2,000-4,000 hp on street legal cars :)
