Is their a way to add decals to your car like in forza 3?

No, there is no liver editor. However, a few of the cars in the game can be race modified and they get decals, number, livery, etc.

Then how come some cars on youtube drifting have drift plates and stuff? can you take the decals off the cars and put it on different ones like paint colors?
