Penalties and Black Flags

Was doing an online race yesterday and it seems the penalty system has been changed in GT6.

Some of the other racers were reporting getting black flags and time penalties when bumping or corner cutting.

Can anyone point me to info on how the new system works?
 
I had noticed something odd going on but didnt play long enough to see a trend. I'm assuming the first offense was un-punished and the subsequent offenses were. I remember cutting too much of a corner but nothing happened, did it again the next lap and got a few seconds penalty.
 
I'd love that kind of system, but also I'd really like a warning upon the first offense. Otherwise how would we know the 2nd offense is really the 2nd. And maybe a black flag is a mandatory pit pass-through? More info anyone?
