What's the difference between Strong and Weak Penalties?
Is there a way to not have ghost cars, but keep penalties on?

I'm pretty sure that when you get the penalty you become a ghost car until the time of the penalty is finished.

I am not to sure about the difference of strong and weak penalties but I would say that it would either increase the penalty time and/or give away more penalties.
 
Strong and weak penalties refer to the duration the penalty lasts. A weak penalty for cutting corners / going offtrack might last 3-5 seconds per offense; where as a strong penalty setting will make them last around 7-9 seconds.
 
Strong penalties are not only longer in duration, but there is also more of them. For example, you get a penalty for hitting the wall with strong penalties but not with weak penalties.
 
Strong penalties penalise for more things and for longer.

Both penalties 'ghost' cars that you're lapping.

If you're running a session with friends, a dedicated organiser, or a club then turn them off.
 
Penalties really annoy me online. I hate now how people, if they can see you are much quicker, will slam on for no reason so you run into them so they can build up a couple of seconds on you. I've had people doing this to me consistently in corners, just braking at random intervals, and sometimes there's just nowhere else to go but to hit them. Also, when people spin, and they are sideways across the width of the track on the second / third corner of Nurburgring and you hit them ... How can I be blamed and penalised for that?
