Performance Points?

Hey guys, was browsing through the news section today and saw an article about the new update coming February 18th. Well anyway it said something about the return of 'performance points' from GT5P. I've heard about these before but I have no clue what they are or how they work. I tried searching around but, alas, no luck. Anyone care to explain?

It is a way to handicap races I believe.
The more hp, the more weight, less weight, less hp.

But I'm sure someone will tell you what it really is.
