How do you take a photo where the car is in focus, but the wheels and background appear to be in motion? :dunce:

Panning mode 3 has to be used as [Nor]MclarenF1 said. And you need to adjust the focus and shutter speed correctly as well.
 
If you dont know how to do that. Press triangle & select panning mode 3 (may as well select 16:9 while you're there)
Now press circle a few times to get you back to where you're about to take the pic. Now scroll along the bottom with the d pad as far left as you can then change that value down to 60. Now put the focus on the car by moving the square thats in the lens so its on the car, press the square button, hit x & job done
 
-Low shutter speed (1/60-1/250ish)

you can really use any panning mode you want, but to get the result like your example... #2or3
 
In real life, lower your shutter speed, follow the car with your camera and press the shutter button while you "pan"
