There probably are some good pixel artists on GTP, but you're best off asking here https://www.gtplanet.net/forum/board/photography-image-editing.6/ rather than the GT6 forum.

There are a few old threads in the image editing forum, GTPlanet was home to many pixel car artists back in the day, the most popular weekly competitions were held here. These days, you're best to go to the "official" (due to it being home of/ran by the originators) forum pixelcars.com or pixelcarart.com though.
