playing Gran Turismo on PC?

I've seen people talking about playing GT on their PC but don't know how it works.
I read where it can be done by remote play, to do that do you still need a PlayStation
or will it go directly through the PC?

I'm not very tech savvy so I realize its probable a dumb question.
Any help would be greatly appreciated

Open an internet browser.
Buy a playstation.
Buy Gran Turismo.
Take a seat on you pc.
Play Gran Turismo.
