I managed a gold (14.741 actually) by doing this:
Hold revs about halfway to the redline (partial throttle) while the countdown is going.
Right before the start go full throttle and time it so you're about 1000 RPM below redline when the timer starts and continue holding full throttle.
Shift into 2nd early, somewhere around 30mph.
Veer slowly over to the left (I'm also not sure if it helps to be off the lines but it seemed to for me).
Shift late into 3rd but don't hit the rev limiter.
Shift into 4th right at the redline.
Start braking right at the start of the second to last white line but never hit 100% on the brakes. I noticed the runs where you could hear the tires slipping never went as well as the slower braking ones. If you can control your brake input you should be able to modulate between 60 and 90 percent without locking up.
