I've heard about snow and so on the NeoGaf forums, but I'm not sure if that 100% true...

From my testing, any track with weather can have snow if the temperature reaches 3°C or below. The SS7 track is the fastest way to test as it has the smallest temperature range.

Track settings > 100% weather at race start > exit > enter track settings> select weather at race start, exit> keep repeating until you get snow.
